Tasmota in AP Mode with full function

IT would be useful when tasmota can be run in AP Mode with full function without a "main" wifi.
I.e.Motorhome, alloment garden, greenhouse ect.

The trick running with range extender without "main" wifi does not work. When lose the main, rgx would also going down.

So, let the rgx AP alive when no "main" wifi is around.
